とりあえず手元の「fgfs,exeは正常に動かないであろうノートPC」で、FGRunの表示をテストしてみたんですが、日本語表示にはなりませんでした。
・C;\Program Files\FlightGear\bin\Win32\locale\ja\LC_MESSAGES\fgrun.mo 自体は存在してるのですが、上手く読み込んでないようです。
皆様の環境ではどうですか?

OS:Windows 7 x32 SP1 MAR版(日本語版)
CPU:Core2 Duo T8100（2.10GHz）
チップセット:Intel GM965 Express
メモリ:2GB
fgsetup-3.0.0.exe: (多分)1月23日 12:02版
